Do a few trace routes and see where the ping spikes or it experiences packet loss, then you will have the IP address of the company that is causing you problems.

In NZ they tend to connect you to a city close by, NZ is really really small so you'll always get crazy speeds locally. It's the pacific line that messes us up down here.

For example, I get well over 500mbps right now on it, but outside of NZ it drops a lot.
