How do you get bloodsworn?

Do I need to unlock the Namazu and/or get to a certain rank with them?

Yes.
To become Bloodsworn with the Stormblood beast Tribes you need to raise all of them to max rank.
Then there is an extra quest to do and you become bloodsworn with all of them.
