Why is there no mount where an NPC drives us?

You mean like the bells that summon our retainers that are already ingame? :O
The true answer is that the warrior of light isn't respected and is expected to go on constant fetch quests so of course nobody wants to drive us around :T , Frey was right about everything.

Retainers only appear in city. And lore wise they're stationed in a certain city of our choice. So I think actually they did not appear before us but maybe we give orders through linkshell.
