My MSQ appears over long before...

Ha, sry for the catchy title, but I am upset. I even looked through a bunch of reddit threads, none offered any solution. On the Light of Inspiration MSQ quest. Says I need to complete ANY role quest given out in the Crystarium at the Wandering. Stairs. Fine, except there is nothing there. Do some research, it's supposed to be given by a Cerigg. Magical DPS. Hmmm, I seem to remember that guy... oh yes I HAVE done several of his role quest chains already. Apparently not good enough (despite the "any" mentioned in the requirements). Many of the complaints refer to having to a a lvl 80 quests chain to complete a 78 lvl MSQ... well, I'm already 80. My journal shows I did a few of his chains UP until the lvl 80 one

Cerigg is NOT THERE, so there seems to be no way I can take that 80 role quest chain. AND it DID say ANY and I have done a few, but let's say they want the 80 one done... well there seems NO WAY I can even take it.

What am I supposed to do?

You can take a Level 80 side quest as a Level 80 job, even if you're only in the level 78 section of the MSQ. You need to have finished at least one role quest chain in its entirety.

Here are all of the quests in the Magical DPS chain. Did you finish "A Tearful Reunion"? You will have the Speaker for the Wise achievement if so.

Cerigg is found in Mord Souq after the first quest, so look for him there.

You need to have finished all of his quests up to level 80 to receive the crystal you need to present to Grenoldt.

By "any role quest" it means any of the four quest chains to their completion at level 80, not just a single quest.

As an FYI for the future, if you need to pick a quest-chain back up and dont remember where the NPC was you can actually find that info in your quest journal. Open journal and switch from active to completed quests. You can look through the various categories until you find the quest chain you need to continue, then look at the final quest in the chain and it will usually tell you where the next quest can be found.

I actually had thought about checking my journal right after I posted… I HAD completed the next to last quest in the magical dps chain.

BUT with much egg on my face, checking my journal and seeing in the active section a 80 quest I had parked (as in turned off so it wasn’t in my objectives list) a while back, I could not find the damn thing because… I already HAD it! I had completely forgotten about it!

Having checked the quest dialogue, the instruction is to complete "any of the role quest lines" so it's not an error with what they told you to do but what you understood it to mean.
