As someone who enjoys custom emblems and ingame assets (Maplestory 2 was awesome for this) I'm gonna agree with the take that they'd rather just not have to commit to the extra policing that would take.

Maybe they could make it so you'd have to submit it for review before it was displayable ingame... but then people would find ways around it like painting 5 pictures that look fine by themselves but make something questionable when put together.

As soon as you give people the tools to draw in something.. they will draw wieners. That's just how the internet works. I cannot tell you how many GW2 runs I've been where the "guidance" lines on the map quickly turn into those familiar two circles and a long peninsula in between.
