I feel like if this were added, they'd probably limit it to switching between the masculine and feminine animations of whatever race you're playing.

Most likely.
But there are those races where the body skeleton/structure is different between the male and female counterparts that SE probably wouldn't even add that minimalistic option due to how it most likely would stretch/compress the mesh of a character.
And seeing how one of SE's reasons why not to add body sliders is because it would mess up the textures of stuff, implementing anything that could cause issues to textures is most likely an instant "No".

All I want is access to the male miqo'te default /sit.
The squat is too powerful.
~sigh~

I'm mixed on it. I can see some animations working, but at the same time I can see it also creating some bad clipping issues with model and gear. So I'd say as long as they could be tailored to avoid those issues, otherwise there would still have to be some restrictions.
FFXI actually had unique combat and casting animations for each race/gender combo as well. Even the combat stances for weapons varied for each race/gender combo.
The only thing about the whole being the last of new races thing tho... They said that about Au ra as well back after it was added.
Similarly they said they wouldn't add a job again outside of an expansion after they did NIN but we got BLU later mid cycle as a limited job.
So essentially I would take it as "we currently do not have plans" response or statement.
As for sharing or swapping animations/emotes. There's really only a few I think would fit doing so such as sitting/standing poses or the idle weapon drawn poses.

I miss this attention to detail so so much! We seriously need this back, it's not out of their capability.
That does sound like a neat idea and is also something that isn't too complicated to implement, at least over time. How many variants does ESO offer and exactly how detailed is it?

I'm all for more animations shared or made available. Ideally I'd like to be able to set animations of my choosing on a roulette. I enjoy seeing different standing poses and would love more especially for walking/running. Also being able to switch between some of the male and female class specific poses and dances would be very welcome. The sundrop dance is a very good example of one side just having it better.
It would be nice to play a midlander without that awful run animation.

I'm not opposed to the idea, but I do think there's some animations that just aren't going to take to certain racial models very well without some work to make sure they meet their standards. Elezen necks are prone to breaking on their own animations as-is. Having the male miqo'te squat on hrothgar and roegadyn men is likely to end up having their arms clip into the model or ground, etc.
On a smaller scale though, I've seen some folks request being able to switch between things like the male and female weapon idles, and I do think things like that would be great to have as an option.
