Yes.

As long as the target world isn't congested (and no JP worlds are right now) then you can transfer to it.

Just in case you wondered though, this doesn't affect your game region. You still have to buy the expansion/subscriptions in the region that you originally started with.

Thanks. I may be working in japan for a year, so I wanted to see if I can avoid ping if I move there. Then probably transfer back when I am in North America again.

yes you are absolutely free to come and go (you need to pay each transfer unless your world or the one you are going has a free one). I moved to Australia 2 years ago and I had to do the transfer as well. In case you want to get into Tonberry (the unofficial English server for SEA & OCE) try to do the transfer around JP (JST) 4~7 am.
