They already have a LOT of time in adjusting classes for every expansion, this would give them way more work to do than just adding a couple every expansion.

Plus I think it's way too late to do back to the old stuff like that, that hasn't really been adjusted much since ARR, minus stuff like giving every tank their tank stance at super low level.
