But why couldn't you simply have a Ranger job that would not be tied to the archer class then?
Even regarding the leveling aspect, if time is really an issue for you, I would argue that it is a lot more time efficient to release a separate job.
For example, imagine I currently main Dragoon and don't have anything else levelled up.
Next expansion comes out, and they announce Ranger and an increased level cap at 99.
Two options :
1) It branches out of archer. What does it mean? I have to level my archer from 1 to 30, and then continue playing with my low level rotation until I reach much higher levels
2) Ranger is released as a separate job. Starts at level 80, and potentially have immediately access to a large portion of its toolkit.

So basically, your options is good for people who only leveled the class which is getting a new job.
But option 2 is better for people who only leveled one class.
Option 1 might also be a bit better for people who have everything leveled up and don't want to spend too much time leveling (but as someone said earlier, I think having many jobs to level up is part of what makes roulettes healthy).
Personally, I know I would rather level each job individually though. But that might be a bit masochist.
