I finished all mine, but when I was doing it and there was one or more lowbies in the behest as well, I would stay out of party, buff them and get them to engage the enemy, then nuke it from outside. They get all the exp, bonus for fast kill and high levels and a touch of PL. I got the credit towards my achievement, win-win.

I could usually make my intentions clear with the auto translate and they tended to thank me for the assistance. I never let a lowbie go off and do it all by themselves though. That is just lazy and inconsiderate.

If they don't do anything, you could try asking them for help, and if they won't help, just not do anything, then they lose 30 mins of their time having waitied for the behest that ends in a failure.
That's what I do as well. It is not the LV50 fault if the behest has mobs' level calculated upon participants' level, but still they should work for their achievements without messing up others.
