No, the gauge emptied because the combo broke. They cast Jolt instead of using a Verflare or Verholy, and the gauge was wasted. That gauge just tracks melee combo execution, so it would make sense for it to drain if a combo goes incomplete. Not every mechanic demonstration in a job action trailer is a demo of mechanics executing completely. For example, the first time RPR uses their gate step, they let it time out instead of returning to the gate. Then later they use the gate step and do return to it. This is the same. They show the RDM combo gauge, waste it, then fill it back up for a proper use. Insofar as it being a spendable gauge, it is not. It's just a visual indicator tracking that you did a 1-2-3 of either Moulinet-Moulinet-Moulinet or Riposte-Zwerchhau-Redoublement
The lightning spell that followed Jolt is most likely just a traited up Verthunder.
That would defeat the whole purpose of making Verholy, Verflare, Scorch, and FlowerSwordLaserThing AoE actions and allowing you to use them after Moulinet-Moulinet-Moulinet.
