Looks to me like ninjas are now getting an elemental gap-closer. I think the developers are simply making the mudras elemental, and giving us the ability to elementally charge our oGCD's. Could be wrong though.
Another possibility is that they're attaching multiple abilities to every element.

There appears to be a standalone ability that applies Huton, and if we were to guess, a Huton related action enabled by Bunshin. (though it may be reduced from 5 hits to 4 and moved to 60 seconds).

Based on the job notes, that's what it looks like to me as well. They noted "An Action making it easier to apply Huton will be added". Additionally, they stated that there will be another Action linked to Huton.
I'm ready to see Katon turn our AoE into flaming daggers. xD That, or see Doton imbuing our weaponskills. That's a nice direction for Ninja.

If you can apply Huton with the press of a button, then what is the benefit of doing the three action version?

Looking at the hotbars, you can see Trick Attack (Hotbar 2 Slot 7), Meisui (Hotbar 4 Slot 7), Hellfrog Medium (Hotbar 1 Slot 11), and Bhavacackra (Hotbar 4 Slot 8). Shadow Fang and Assassinate are the big ones that are missing, but they mentioned Shadow Fang was being removed so that's not surprising, while Assassinate was either removed or maybe DWaD turns into Assassinate once used, who knows. Also Bloodbath is missing, but it appears on Reaper's hotbars when Yoshi-P was showing that off.
I am concerned about the lack of Boiled Eggs though, Yoshi-P needs to stock up.
Hopefully. Though, I'm not sure what it would be.
To be honest, I also wouldn't be surprised if they ended up removing Hyoton entirely—replacing it with Suiton, moving Hyossho Ranryu from an enhanced Hyoton to an enhanced Fuma—and making any three-step combo into Doton.
:: When they first mentioned Huton being made easier to cast, I honestly thought they'd be differentiating the single-cast Ninjutsu so that Ten alone would be Huton, Chi alone would be something new, and Jin alone would be Fuma, or whatnot. Now that we've seen it in action, though, a separate (dynamic?) key for Huton does seem the more likely, as Kabooa pointed out.
