Currently Sanction without dying lasts for 3 hours so it's not a permanent buff. And the only way to regain it is to head to your Grand Company location and have them recast it again. The issue about all of this is that not only do you need to max your ranking, but you have to spend the 6,500 seals for the item to benefit from Sanction. It will likely take someone going from Sergeant Third Class to Chief Sergeant about 5-6 hours estimating to gather up all the seals from non-stop Toto-Rak runs to get it. And that's only counting if you're successful to get a good amount of gear each run, and get to keep all the drops to yourself. Otherwise it could expand into 7+ really.
Might not seem like a big deal, but it quickly turns what should be a worthwhile investment into a complete waste of time. Why bother getting your rank up just for a weapon or shield that falls defunct soon as you bite the dust? For example, the Serpent Sergeant's Bow is +25 Critical Attack Rating, and with Sanction +45 Attack Power. With the ability to lose Sanction so easily you're better off going with the slightly weaker and much easier to obtain Gridanian Shortbow. I know there's better bows out there (Primal ones for example.) but I'm going off the fact that for something that takes time to get you'd think they'd make it a little easier to retain the bonus. Again I'm perfectly fine having to renew it every 3 hours to keep the buff.
But think about it... Doing leves or maybe out in a stronghold. Bad pull and you're dead, now you either have to:
* Spend anima to return back to your Grand Company HQ to renew it.
* Set your home point permanently at your Grand Company's city-state, use Return and wait another 15 minutes to get back.
* Run back if it's not too far out, but odds are it will be anyway.
* Forgo the Sanction bonus and keep using it as is.
It just makes the entire thing of what should be an incentive to use GC equipment an entire hassle.
