i'm not saying fists of shouldn't drain MP, i'm saying it should only drain it when you attack with it on

That would be like saying that Whm and Blm when not in passive mode and weaps out won't regen MP. lol If your in active mode and you're using something that requires MP, you WILL lose it and it will not regen till back in Passive mode or in your case, turned off.
