At one point Scouting was a new armour set (Though part of me feels like I remember Ninja sharing a gear set once upon a time, like at the end of end of 2.X when it was introduced. I can't recall if this is accurate or if scouting has always existed for NIN.)

Hypothetically if they were adding Mystic Knight as a Melee mage, they could split Red Mage off from the casters and have them share an armour set (though I admit this is "they could" not they would or they should. I wouldn't even give betting odds on this theory it's such a long shot.)
If we only get one more job, my guess is Blitzer as a victory lap with Scouting gear.

Thing is though, we still have slots that are available beyond Scouting, depending on where your OCD triggers lie:

There is no official tank role split, so a fifth tank wouldn't be throwing off any kind of balancing.

We technically have four magical DPS classes, so it wouldn't be out of place to give us a limited ranged physical DPS class (which is what BST probably wants to be, if we can look past the pet problem).

Finally, we have four full healer classes, but only three full caster classes, so even with BLU the questions are begged a) why so few casting jobs and b) how is it possible for the devs to have had more ideas for healing job fantasies than casting job fantasies?

It really depends on what your principles are when deciding what the roster is missing. On principle I think a second Scouting class is necessary to justify why NIN doesn't just use the same stats as SAM/MNK. On principle I think we should have more than a measly three casters, at least one that doesn't use fire spells. On principle I think a Green Mage tank and a Blitzer are just two extremely solid ideas that shouldn't be passed up.
