So the people from the Reddit discord have translated all the SGE tool tips that they could from the LL. Here the image and then the edit with all the info later

2: Select party member or enemy and gap close, can't use while bound
3: Reduces taken damage by 10%, can't be applied together with 8. 15 seconds (like soil, ground effect). Additional effect: heal hot, potency 100. Recovers 5% of own MP. Can only be used while under a certain buff (that is not on the screenshots)
4: Heals target, potency 600. Recovers 5% of own MP. Can only be used while under a certain buff (that is not on the screenshots)
5: Dot on target, potency 70 duration 30s. Heals target of your heal buff for potency of 170 (only once when applying dot)
6: Heal hot on self and players around. Potency 200. Increases heal taken by 10%, 15s duration
7: Attack target, potency 330. Heals target of your heal buff for potency of 170
8: Heals target, potency 600. Reduces damage the target takes by 10%, 15s. Can't be applied together with 3. Recover 5% of own MP. Can only be used while under a certain buff (that is not on the screenshots)
9: Heals target by potency 450
10: Heal self and players around, potency 300
11: Heal self and players around, potency 400. Recovers 5% of own MP. Can only be used while under a certain buff (that is not on the screenshots)

13: Attack on target and enemies around target. Potency 330. Potency reduces by 50% after 2nd target. Heals target of your heal buff for potency of 170. Can only be used while under a certain buff (that is not on the screenshots, different to the ones above)
14: Heal self and players around, potency 300
15: Buffs self and changes certain spells. Duration permanent: 7 changes into 5. 9 changes into X (not hovered over/not screenshotted). 10 changes into Y (not hovered over/not screenshotted). When you use the changes skill, effect of 15 will be reset.
16: Remove X or Y buff from self and party members aroun and heal them for potency 450/350. If X or Y are not applied, no effect. (not hovered over/no screenshot)
17: Attack on target and enemies around target. Potency 510. Potency reduces by 50% after 2nd target. Heals target of your heal buff for potency of 170. Max charges: 2
18: Attack targets around you, potency 170. Heals target of your heal buff for potency of 170
19: Frontal aoe, potency 330. Potency reduces by 50% after 2nd target. Additional effect: Heal self and players around and reduce damage taken by 10%. Heal potency 400, 20s. Heals target of your heal buff for potency of 170
20: Target self or one party member. Applies Cardia(?) buff on target (the heal buff I was talking about in the other skill translations). When using certain attack spells, you heal whoever has the buff.
21: Applies to target of 20, doubles heal potency that occurs after the use of your damage spells. 10s.
Let it also be noted that this is all from this build and not in all a total representation what the final may be but as of now, looking better than sch.
