Usually when this problem comes up on the boards one of two issues is at play. Either the player hasnt actually finished the pre-requisite quests and just thinks that they have, or they already unlocked the raids and dont realize it. For the newest savage raids(or ultimates) you need to check the raid finder, not the duty finder.
