The content will never be balanced around them as they are against the ToS. If SE does catch wind of players harassing/excluding others for a lack of addons you better believe there will be a response from the company.Well if the community picks to do that. You just got to adapt. The truth is though, we got a huge part of the community that can't use addons, so it would be silly if the community leans to it.
But lets be real here, this game is not really the type of game that this is a issue with. And these addons that make it more fun to play certain classes, or just makes things a little less tedious. Not the end of the world. Like I said before when the content gets balanced around them. That is when you can take up arms about it.

SE bans accounts regularly. RMT makes new bots regularly because players line their pockets with cash. This will never end as long as players keep paying for their services.
They likely already do that with their regular sweeps, even if temporary (of course, it could be permanent but I wouldn't know and don't care enough to find out). On the other hand, even if they weren't and they decided to start doing so, I don't think the bans would stop all the botting anyway.
I know back in FFXI they did in fact ban people buying gil as well as part of RMT countermeasures. I recall some people complaining about it back then. Though I think those that got banned for buying were probably doing it frequently enough that SE flagged them as part of the RMT account chain they were following.
