No means of travel between Vyllbrand and Aldenard will work until the Lv15 Envoy quests. The ferrymen will turn you away. But as I said, the people affected by this in reality are quite few. Only people who buy job skips will be a high enough level to unlock expansion jobs without progressing the MSQ that far.
