No, it's less confusing. ARR jobs are confusing because the arbitrary requirement to have Sylph Management complete is incompatible with contemporary leveling speed to MSQ speed ratio (seriously, there's no good reason to require this). HW jobs are confusing because they require Lv50 to unlock but you get sent back down to Lv30 when you unlock them, which is incompatible with the goal of unlocking a HW job and then playing it for the rest of the story.
The modern jobs allow you to unlock them and then immediately begin playing them in the main story without having to take time away from the story to catch up, unless you're playing a job at release and you are the cap level for the previous expansion. The price of playing a new job for the rest of the MSQ is starting 10 levels behind. This doesn't affect players who are reaching the unlock level for the first time. They will be able to unlock the job and then immediately continue their MSQ with it.





As I understand it, the reason for that change was that it was meant to be a way of attempting to roadblock RMT bots from gaining Jobs and thus running later content - how effective this has been however is a very good question. Given at the same time SE removed a second class needing to be levelled to 15 to unlock a Job (which was extra busywork for bots), it was probably to compensate for that.
