If he’s going incognito to investigate, then why are his robes still white if the only people who have white robes are the speaker and ex-Convocation members who didn’t die? And while not everyone would know his face in a society that wears masks, he’s the speaker so I would assume everyone would know his voice.
Well, my thoughts:

If you wanted to go undercover, why would you carry around the thing that obviously identifies you as a member of the Convocation? Putting it away and donning a common mask would be the way to go.

The robe thing is harder to explain, but I get the feeling that everyone collectively misunderstood the significance of the white robes. But I don't have the actual quote on hand to confirm what was actually said about them.
