There are multiple daily roulettes, each one could easily have a relic mat attached to them.

That would incentivize players to actually use ones other than the "Leveling Roulette"

Incentivize PvP? Throw a relic mat on there.
50/60/70 that has terrible exp gain on it? Throw a relic mat on it.

Same with Alliance Raids, Trials etc etc.
