MSQ items not received

As far as titles go, there were only 3 that were added to my title page other than the ones I obtained prior to the skip which aren't related to the MSQ. Out of the Dark, Dreams of Ice, and Eorzea Defended are the three achievements that rewarded a title.

ZERO minions were added to my minion list.

Calamity Salvager offers nothing under "Purchase Quest Rewards" other than 8 items which are mostly lvl 1 items with a 3 lvl 5's, 1 lvl 15 ring, and 1 lvl 18 bracelet.

"Item Reclaim" has nothing but NPC dialogue. Purchase Garo Gear (DoW) & (DoM) both have ZERO options to purchase whatever Garo Gear is under any of the jobs listed to choose from.

Purchase Job Specific Gear only offers gear I've already quested for

It offers no weapons nor any other quest I know I've completed that I no longer have on my character who got the skip. I have no options to receive anything else that is only obtainable via quests that are now no longer able to be done since New Game+ awards nothing what so ever.

All this suggests that there is nothing wrong with what you got, but rather what you expected you were going to get.

You said you got up to level 45 of a story that goes to level 50 – maybe say 55 in practical terms with the extra post-game questing. That means you've already done the majority of the quests and collected the majority of the unique items which you receive from quests, which is all that the skip gives you: the things you can't get by any way other than doing the quest.

You don't get a full armoury of rewards from every single quest that gives you generic store-bought armour.

Your short list of repurchasable quest items sounds like exactly what I would expect. A small number of things from MSQ and level 5 shirts from class guild quests you've done.

Item Reclaim and Garo are, respectively, for 1.0 players and those who gained specific achievements in a past event that is no longer available.

The job-specific gear menu is only for repurchasing items you've already earned from job quests.

The titles are exactly what you should have gotten.

The only thing you might be missing, from what you've said, is the buffalo calf minion which comes from one of the post-credits MSQ quests.
