There's a difference between balance problems and critical game flaws, the latter what QA is most focused on and you should know this. Garuda fight works perfectly fine (in general sense), which means QA did their job in making sure players don't get corrupted entering the fight or crash due to Garuda using an ability or players suddenly can't use abilities inside of the arena etc.
That's what they have to find. Why this isn't common sense is beyond me. What they do though if noticed, is they actually do try varying setups, whereas players almost always defaults to a stack style setup regardless of mechanics.

And finally, something some players might be worried about:Exactly, we are seeing this as a result of pushing the limits of DPS and timing due to having equipment with multiple materia melded to it. Even though the video makes it look easy, it won’t go so well if you try to just follow it.I tried this same strategy myself, but it really isn’t as easy as it looks.
However, we did not set the battle up this way so that this strategy would be the fastest and it is an oversight on the developer’s end, so we will be looking into adjustments as much as possible so that various classes, jobs, and DPS rates can participate.

But want to get more jobs in the fight? Pretty much what I said earlier, you need not only make Garuda more melee friendly, you also need to make jobs themselves friendly to the fight.
Know why Chimera is BLM only? AoE that not only hurts like hell, but also poisons you, along with sandpits and ants. Why would we want to bring melee in there?
Know why Moogle was ARC only? Because your new "combo" system only really worked well for ARC and THM on that fight. Constant moving moogles only made it hard for others to perform their combos and made them only an inconvenience.
I said it earlier, but a really good way to make melee more viable is rework the combo system a tad bit. Have it so you get the next string of the combo regardless where your position is, but you get more potency from the weapon skill if done in the position said in the ability. Like you use Pummel, while it requires hitting in the front to make Concussive Blow happen, if you hit anywhere besides the front, it would get a damage decrease, but you could still perform your combo.
This would make it so melee are viable in fights. Maybe a flaw or two someone could point out, but the combo system is one of many reasons melees are looked down upon compared to BLM's.
