It should be an instant perma-ban for the first time, with an official warning to ensure players are aware of it. This isn't something you can do accidentally, you make a clear choice to break ToS. There's no reason to give second chances.
while I do agree, the problem is twofold. I dont see SE ever doing that, look how hard it is just to get them to ban obvious botting
second, perma-ban doesnt spread the word as well as people who had a vacation, I mean make it 7 days then a perma even, and then come back, full well KNOWING they could lose their character with the next infraction and telling people about it. in this case, I think word of mouth advertising its bad would be far more effective than removing people for a first time offense. removing people first time cuts down on the forum posts whining about it having happened, also spreading the word.

long ago, in a game called Vanguard, I was one of those idiots. partner at the time wanted some in game spending money so they asked me to do it. I was caught, enjoyed a vacation and even though we didnt play the game for much longer... I learned the lesson. it does work. these days, there are virtually no consequences for breaking the ToS. they need to bring back consequences, and this would do it in a non intrusive (client side) way.
