How does the report system actually work?

So, long story short there's a group of people who play music/host concerts in New Gridania almost everyday between 7pm-12am and it brings quite a large gathering. It's truly a sight to behold and I know so many new players are very impressed and a lot of them join the crowd just to listen.

But there is one particular player who attends for the sake of causing disruption, such as: spamming the Holy spell continuously, and playing instruments at the same time with the soul purpose of ruining other people's performances. He has received numerous reports but nothing has come of it and believe it or not, this has been going on for almost a week straight of him non-stop purposely aggravating people. He is the reason the Bards have had to relocate to a designated house to hosts their concerts without the troll in question attending.

Does the report system actually do anything? Is the disruptive player excused because what he's doing isn't considered harassment? Is there anyone who can inform me what counts as harassment and how long until action will be taken?

Square Enix have extorted money from Viera and Hrothgar's limitations, but from the outside looking in it seems barely any of that money is invested back into the limited races. How much money have they made from players
fantasia'ing to and from the limited races? We want more race-exclusive hair.
We want them improved, and we want it done within a reasonable time.

I guess only Square Enix employees know how the report system really works. But it seems that Square Enix does not have an automatic ban system like Blizzard has. And if the "disturbing" player does not violate any terms of service then he will not be banned so quickly. And even if they ban him, he can create a new trial account very quickly, level a bard to 30 and start the troll actions again.

    Cheers

If they are reported for spamming the Holy spell they will probaby get into trouble for spamming the chat (battle log).

iirc anything remotely harassment is followed by warning or ban no matter the context. If more is added to your account, the closer you are to a permanent ban, even if actions were many years ago.
Spamming chat with emotes is also "harassment" because it disrupts other player's experience. Spamming holy counts as well.
In general, anything that is remotely considerable annoying is reportable.
