    It's not specifically Revolutions but part of it's theme, unfortunately it doesn't seem to be on the Stormblood OST album to my knowledge which is... odd (considering that album has arrangements by the Primals on it as well).

    I'm sorry I couldn't have been of more help other than that it's an excerpt sans vocals of SB's main theme song Revolutions by Nobuo Uematsu.

    "Answers", "Dragonsong", "Revolutions", "Contention", "Misconception", "Beyond Redemption", or "Nightbloom" are all listed as special exceptions in the FFXIV material usage license.
    So it probably has something to do with licensure issues. Sometimes not even SE owns SE music!
