Hmmmm, I've not played Samurai enough to really personally discern what the damage output looks like; but it does seem like Samurai is pretty popular; I mean as I Monk I usually get excited when I see more then 1 or 2 fellow monks in a alliance raid.
I guess my feeling on this is that I'm confused, because Samurai seems like a super popular Job; is the damage really that low on a Samurai?

SAM is still top tier and stronger than other melees. Just because we sit on relic weapons and huge 10-20% buffs, doesn´t meant that SAM is behind all others.
ff.logs just shows an average of the last 2 weeks anyway. The most good players don´t play until endwalker. And those whore left probably don´t even use the personal shield as damage increase. And in kind of ADPS, SAM is even on rank 1. Imagine that MNK or RDM just grow strong in their DPS, because you´ve SAM / BLM in your party, which make the most use of the buffs.
If anything, SAM and BLM needs a nerf next expansion. Being a selfish DPS shouldn´t mean, that you out-DPS other classes so easily. It´s not even a drawback to take BLM and SAM (+DNC) into your party since raidbuffs and medigations are ignorable most of the times. It´s just all about damage and both classes overshine the rest by miles and don´t even rely on a party to do that.
(If you really think that SAM is still behind, than this player is just not able to play SAM properly.)

Back to SAM.
SAM is more than correct, it's top tier on many content where uptime is high. Which is a lot of content except savage where there is some downtime and ultimate.
SAM gameplay is simply getting as much Midare as possible.
The more downtime phase there is, the more cooldown based jobs gets stronger. For exemple, a Ninja would get more trickattack when the boss is targetable.
MNK however benefits for small downtime.
I allowed myself to investigate a bit in the type of content you play. And it seems you prefer casual content such as Bozja. If you don't use essence and lost actions, your DPS will suffer a lot in these content.
On top of that, DPS has no impact in these content. Therefore, there is no grounds for buffing SAM.
Wait, are you a freestyle Sam by chance?
And if you’re speculating damage based off what you witness in bozja then you might not have a clue what you’re talking about.
Sam has been top dps for awhile now. SE did the right thing by making the entry low effort but the ceiling beyond reach for 85% of the Samurais out there. Maybe even 90%+
Considering how many bad SAM are out there, thinking things like positionals are optional since they don't directly increase your potencies, if you're looking at the logs you're going to see a wide spread.
SAM isn't and shouldn't be the highest damage. That title rightly should go to BLM as not only do both jobs not have any party utility, BLM also gets punished for heavy movement in addition to the downtime that also hurts SAM.
If you're seeing content, however, where RDM is outdoing SAM, I'd blame that more on player skill than job potency issues. Being such a popular job, there are plenty of terrible SAM players.
People should stop caring way too much about FFlogs and potency and parces
Parces and stuff are really only "useful" for very, very, very high end content. Like Min-item level savages or speedrunning raids.
Unless a specific job significantly makes fights take longer, or harder, just by being there even if played to perfection, we shouldn't care that much about the numbers
