This is not really directed at you...more an agreement to your post but also examples that what you're saying is already is happening.

I mean, yeah..most people are talking about T-shirts/jeans/fanny packs when they say modern...buuuuuut a number of characters already do wear what is technically modern glamour:

-Rowena was kinda infamous for having her outfit changed to the newest level 1 glamour including things like the leopard print bikini top (just google "Rowena outfits")
-The Garlean Empire in general
-Most of the iron works have some form of semi-modern fashion.
-The Sky Pirates, while I would argue are not "modern" in the most modern sense, are wearing very Steam Punk/Diesel Punk inspired garb; some of which is very Mad Max.
-Debatable, but some of the Scions in general wear fashion that is most certainly modern or semi-scifi more than it is fantasy.
-Blue Mage, is essentially a really gaudy suit and tie with a cape.
-The newer NPCs around the Ocean Fishing docks have fairly modern glamour and/or the new dyes.
-Gold Saucer in general (butler suits, bunny girls, etc)

...and on top of that, aside from Rowena the devs rarely change an NPC's outfit..so once a new set of glamour appears, it will only typically be seen on future NPCs (like Ocean Fishing).

...all that said, yeah, they could absolutely do more as the game expands.
