Fantasy covers a lot of things, not only the typical pseudo-medieval worlds, but also many other types of worlds. So the modern-looking gear is no less "fantasy" than the chainmails.
Honestly a lot of the clothes they wear look straight up sci-fi.
Look at Alphinaud in Stormblood, he even has a tie.
A lot of other characters and Jobs look like they're wearing sci-fi clothes too and are clearly taking inspiration from irl, then you've got stuff like Gaia who's basically straight up gothic lolita.

I don't even think that the more '' normal '' clothes in the game are what you typically see and there's only a handful of them.
Even stuff like butlers and maids already exist in the game too, considering that people are already fighting unarmored canonically etc if the WoL chooses to wear a maid or butler outfit then why would that even be a problem?
If people could there would be those who would.

People back in the day did bling their armor out in ways that technically made it '' less practical '' and did wear it in combat still, because people have always loved to show off.
And considering the fetishization of the male body back then if people could run into combat naked they probably would lol..
I mean people do it irl still too with fancy cars, watches or if they've got a nice body etc people love to be admired and brag.
If the WoL can basically wear whatever they want and still be effective then it's not that hard to believe that you'd see what you see.

Like would stuff like heels be immersion breaking in a game like Mordhau ( regardless of the other silly stuff in that game ).
Sure.
But it's not immersion breaking in FFXIV because it's clearly established that it's fine and works.
It's not like characters are shown being held back by it and still for some reason choosing to wear it, it's not treated as strange or ineffective at all.
