Do they allow enb or reshade for the game?
Reshade is allowed. A community rep answered that question a long time ago

Hard pass. I don't want a culture of "you need these third party plug-ins to see how the game is supposed to look" to take root. I already left a game that essentially had mods be mandatory to experience the game to its fullest. It was irritating because these mods can be buggy due to not being QA tested by the game's actual QA teams. I don't miss dealing with that. I used to dread patch days.
I don't see third party SFW plug-ins being permitted for two reasons:
1: Customisation are gil sinks and are a way for players to make gil. If a culture of having visual mods became the default for most players, then most would stop purchasing glam gear and hairstyles, thus making certain loot and crafting less relevant than it is now. SE are not going to permit something that would have a negative effect on a system that currently works just fine.
2: SE are not going to permit players to use plug-ins for customisation options when they currently make money selling them on the store. It would be a terrible business decision.

Well, I was going by the title of the thread: "SFW Modding should be officially allowed." So, I am speaking of the HD hairstyles, faces, outfits, grass, etc. Since "SFW" was in the title, I automatically figured folks would understand I was speaking only of SFW mods. Of course anything related to ERP shouldn't be supported by SE. Well, not unless they want to take a major ratings and directional change with this game.
Beyond that, it was just a fun wish to indulge in. Basically what I'd rather see is SE implement higher-res hair and body features on their own... but crowdsourcing it seemed like a good idea, I mean, since the hair and body features and stuff are already done, and have been for a long time.
Again, no - no ERP stuff, that isn't what this is about. It's a daydream where SFW stuff would be supported but NSFW or things associated with ERP would not. Of course, realistically, this would never happen. It would just be cool if you went to create a new toon, and literally all of the publicly-created character features were available to you (maybe a toggle for SE/Public), ditto with in-game elements like grass or trees or bricks or whatever else folks make for this game in their free time.
It would also be cool if an ice-cream shop set up next to my house and gave away free ice-cream 24/7 to guys named Matt (that's me), with a 50-dollar bill wrapped around each free cone.
We're just daydreaming here =)

I'd be down for an "official" HD texture pack. But we know it isn't happening. I'd still be down though <.<
Don't touch me there
it would be nice, but highly unlikely.
not just SE but any game company would be unlikely to straight out tell parts of their player base "sorry, you have no choice, upgrade your computer"
If they do anything, be released in small stages to try and pressure the potato with a monitor crowd to seriously consider moving into the 20-teens
It'd be great, seeing the amount of content out there that's been created with good intentions and over the sake of creativy and such... but as we saw in that debacle of a thread before, there's plenty of people who disagree and would rather have spyware to ban modders altogether than to actually find common ground (like The Elder Scrolls Online, Guild Wars and Guild Wars 2, TERA, World of Warcraft, etc).
