This^. Between the ongoing global semiconductor (computer chip) shortage (and thus server hardware), and the new COVID wave not only Japan but Australia are currently battling (Australia is where SE is planning on hosting the new Oceanic data centre), the introduction of the new data centre for the game will sadly have to be delayed, SE cannot avoid it.

SE needs to send Yoshi and associated staff here to Australia to inspect potential data centre hosts and to see if the hardware provided is suitable for FFXIV's needs, which is just not really possible through video conferencing, and so requires face-to-face/'hands on' meetings in person.

But between Japan's own current wave of the virus and how Australia's two biggest states/cities (where most of Australia's IT companies are based) are in hard long-term COVID lockdown with no end in sight, and the whole country has a closed international border (with no one really allowed in or out without government permission), that just isn't possible at the moment sadly.

And given it's highly unlikely that particular situation won't be resolved for months yet (at least not til the end of the year), don't expect an Oceanic data centre/servers for FFXIV til sometime next year at the earliest I'm sorry to say.
