Not receiving exp bonus despite confirming road to 70 still active + exp ring

I made a long post detailing my history with the game and the issue at hand but it disappeared and I'm on a smartphone so I'm just going to really summarize.

I'm pretty new to this game and MMORPGs in general. When it comes to video games I am more interested in the story than anything else. This game is the first MMO I've enjoyed. The first character I made was a gladiator, but j found it boring and decided to make a THM so I had more to so in battles. I just made it to the life, materia, and everything MSQ when I learned about TRT70 buff. I originally wanted to transfer my char over to a preferred server, but decided that it wasn't worth 18 dollars to move a character that hasn't even earned his first mount.

So I started for a third time, and everything was going great until I finished "the envoy from Ul'dah" quest, or whatever the quest that unlocks airship travel and minions is called. I noticed that rather than the 260% exp I had been getting up to that point (I have a ring that gives character under 30 30% exp) I only received 100%. A little worried I logged out then back in to confirm I still had the buff (the only way I know how to check is when I first log in, the chat log says "You are on the road to 70" and explains the bonus) and saw it was there. I also checked to see if I unequipped the ring, but I hadn't. So I did the next quest to see what happened and I once again didn't get any of my bonus exp.

The character is 3 days old and I checked to see if my server was still preferred and it is. Also, regardless, that wouldn't explain why I wasn't getting my bonus from the ring. Can anyone help me please? Before posting I googled it 20 different ways and found no answers, so I thought the official square forum was the best place to ask. Thank you.

The Road to 70 buff increases your experience by 100% including quest experience.

The ring increases your experience by 30% under level 30 from mob kills only.

If you level an alt class that is lower level than another class, you gain a further 100% experience from mob kills only.

If you have rested experience (from spending time in city or sanctuary areas), you get 50% additional experience from mob kills only.

If you have the earring from pre-ordering the upcoming expansion, you get 30% additional experience from mob kills only.

If you use food, you get an additional 3% experience from mob kills only.
