Wouldn't that fall under an exploit of some sort (dropping a retainer selling 1m gil items to trick house placard clickers)? Seems to me it should be against the TOS.

It's not. Because if you click on the retainer, click on the item and then click on yes, those are 3 clicks that you decided to do. Nobody tricked you into clicking any of that.

UNLESS. You were not doing those clicks and were instead using a 3rd party program to cheat.

Which is against the ToS.
