You're far too naive and delusional.
The rules you set up make it so that there's no need for real players to follow the rules. If they die, then they simple resurrect right? In order to truly prevent such awful criminal behavior that would consist of many players abusing their superior powers to rape and pillage anything they want, we'd have to capture them and permanently restrain them. We can't jail them for they'd simply kill themselves and respawn free.
To further complicate this, you have to understand that the decent players of this universe would always be on the defensive. It doesn't matter how strong my character is because I can't be on my guard constantly. Chances are I would be locking myself up inside my house at night and I'd be keeping a weapon close by in reach but even then... There's always the chance that you get taken by surprise by some sicko. The damage is done regardless of what happens then and even if you kill them for it later, they'll likely always have as many chances as they want to do it again.
Even beyond that though... if you look at the real life formations of governments, then you'd realize it's not really that simple. The forming of most of the governments in the world is nothing short of a miracle. It's not some simple undertaking and the idea that a bunch of random players thrown in there could actually come to form their own organization and abide by their own rules is a bit ridiculous.
