Players do have their own individual Limit Break bar. They're called Job Gauges, and they reward each job with damage, healing, or reduced damage for proper mechanical play. What you're suggesting, a separate gauge for extra damage/healing/mitigation is obviated by the job gauge. You're literally asking for another button that, in essence, is just another cooldown.
