Lalas might not be kids, but I do think they have enough neotenous design aspects that Im cool with banning anyone doing erp with them.
But I genuinely think theres probably more discussion and concern about these sorts of things than there is actual problem people doing this sorta stuff... That said I play on Moogle so theres a possibility I never see any erp cause its all in french
File checking is not spyware, it's just communicating from the client's game version to the server game version. This can be accomplished without installing any other tool on one's pc. Furthermore, it wouldn't hit ACT or filters because those to not alter game files.
Pretty sure ACT is just a packet sniffer.

On the upside, if they enforce file signing and checking we would get the option to repair an installation of ffxiv as a side effect, rather than the game exploding when it runs across a corrupted file.

Our characters don't have nipples.
Mods created for nipples should be banned?
So many people exaggerating things here.

What makes you say that? The fact the devs put an underage girl stripping and having a dragon slide all over her body a raid boss?In all honesty I actually think that the rating is too low, especially after having played it again on NG+ there's so much explicit content and pretty extreme levels of sexual violence being referenced.
The game is and always has been full of more late teen to adult content too.

Blaming ERP or grooming on modding is such a cop out. The sexual activity and open fetishization is more rooted in the way internet culture has developed and seems more prevalent and overt in weeb environments. If S-E wants to enforce bans to try to protect their brand that's fine and totally understandable, but it's also worth mentioning that the mods being discussed are extreme outliers that are probably illegal and thus aren't even allowed on discord or the main modding sites - it would be more difficult for anyone, or a minor especially, to stumble across something like that. Meanwhile, in game you can find things like this in droves...
I've even seen Lalafell fetish fellowships pop up in there from time to time. They could get rid of modding, and one of the cooler things about this game on PC would be gone, but the ERP and the subcultures of this player community would remain.
