    Manderville Quest Difficulty

    Hey all, I'm having trouble finding an NPC that is supposed to start the Hildibrand quest line for Stormblood. I know it's given out by a "Conspicuously Inconspicuous Man" in Kugane but I can't seem to find this NPC. From what I understand you have to have beaten the Stormblood main story content, finished the Hildibrand quest line that was for Heavensward and have a DoW or DoM class to level 70. Well I have a RDM at lvl 80, I'm almost done with Shadowbringers, and I finished the Heavensward Hildibrand quest line. I've scoured almost the entire city of Kugane looking for this NPC I even checked multiple sources online for where in the city the NPC is located. Perhaps I'm missing another step before I unlock this quest line? Please help me.

    This is, of course, assuming you've completed the Heavensward questline for it.
