Server Transfer: Server not listed?

I'm transferring servers with several other people. One of them does not see the destination server in the list, even though everybody else does.

Has anybody else seen this before, or have any ideas what could be causing this? We're pretty much all in the same boat; we're returning to the server where we first made these characters and haven't switched servers recently.

This is making things super awkward that everybody but 1 person can move.

Did you confirm that they have the correct data center selected? I can't think of any reason other than that for why a server would show for some players but not others.

Yes they have the correct data center.

I know this might sound like a stupid question, but are they mixing up source and destination servers? It asks you the destination server first, even though you would think it would ask the source server first. Maybe your friend is mixing them up/putting in the source first?

I walked through the process with him step by step, and on the firm step, where you choose destination world, before hitting confirm, there is a drop-down list. We both had nearly identical lists, in the same (weirdly non-alpha) order, except that one single server just wasn't in his list.

He couldn't really proceed to any further steps since he couldn't choose the destination server of choice. It's very strange, and I have no clues since it clearly was allowing him to choose to transfer to effectively any other server but that one, so it didn't seem like it was stopping him from moving, it just didn't see that one server.
