I made an alt character on my server which doesn't have the boost and didn't use any of the exp boost gear and I didn't out-level the MSQ much at all. I had some friends level up on my server and there were a few times the MSQ got ahead of them and needed to grind some dungeons or PotD for 1 level.

I tried an alt and I was almost 50 before hitting the end of ARR. After doing a few of the starting area quests I stopped at level 6 or 8. I was so far ahead I knew I would not need any other quest. So before 10 I had only done job quest and MSQ. I also skipped any fates. But I did not take off any xp increasing gear pre 30 and I did not take off aetheryte earring. No preferred world bonus.
