



At lot of games do level syncs individually. It's not impossible. And some players having more abilities is also a non-issue since dungeons aren't allowed to be difficult in the first place, sadly. Right now they are too easy AND boring. Worst of both worlds. lolLevel syncing the enemies up would be a problem, because when you do a duty roulette, you get matched with people whose first time it is and who are still at that lower level. They would be fighting enemies a lot higher level than them (scaled to your level), so you would have a level 24 fight level 80 enemies when you are level 80. That doesn't show much consideration for them.
Think of it as that when you sync down, you are doing the rotation for that expansion or level range. It's really good later on because when you are level 80 you don't have to feel like you are missing out on what it was like in a previous expansion, because your rotation changes to mostly what it was in that expansion.
