Ignore the dismissive comments here, the FF14 community is quite friendly but this doesn't include the forums sadly.

You're not the first to mention this and won't be the last, but the reason they can't do this is because if they let high level players keep their buttons, players are going to silently kick the lv32 newbie WHM in Brayflox who basically only has Cure II and Stone so they can re-roll and try again for a lv80 WHM who has 3 different powerful aoes, stuns and plenty of instant heals to pop between nuking everything in sight. I'm sure they've considered if there's a way they could implement this, but it would just be messy.

Two things I can agree on:
-Cutscenes should be moved to before/after entering or leaving a dungeon where possible, and where not possible the boss should not be allowed to be engaged and the kick function disabled during cutscenes. No reason not to add this.
-Low level toolkits are a little too empty from 1-49. It's nice they want to ease new players in gently, but new players could easily handle a 1-2-3 combo, an oGCD or two and an aoe from lv15. I'd be all for unlocking some abilities at an earlier level for all classes.
