As Jeeqbit mentioned, they can't scale the enemies up to your level because the other players in the group could all be different levels. Having your abilities taken away feels bad/awkward, but if they gave you a whole kit that the content wasn't designed to accommodate it would be even more of a faceroll than it already is. I do wish they would rebalance some of the encounters though, especially the bosses. It's like the mechanics just don't even matter anymore, and not only does that make it less fun but also gives new players a bad impression.

I agree, and thankfully they did this for the dungeons at the end of the ARR story. They should probably do it for some of the other dungeons with longer cutscenes too.
