Even if it was a full party, if the server does not allow it to be reserved/generated, they wouldn't be going anywhere, this is prominent when the server is quite congested or there are other kinds of instance/server technical issues.

You queue for everything, even when you set up a party in Party Finder. How else do you think you get in there?
In this instance, there is a queue even with a full party, that's why it says "reserving server".

It is written "Reserving server" which means the waiting time wasn't meant on searching players.
Happens the same thing with Gold Saucer or even with undersized duty instances.
