FPS locked at 75 without a cap and stuttery game

For some reason, my game is currently capped at 75 fps (and feels extra stuttery) despite having selected NONE for a limit in the Frame Rate section of System Configuration.

I have already tried testing toggling v-sync and the frame rate cap from the Nvidia Control Panel, as well as turning in-game graphics down to the lowest. Any help would be appreciated.

Specs:
Monitor - HP 27xq
Gcard - RTX 2080
Cpu - i7-7700

I do apologize for the delay in response to this issue. We suggest to perform a clean boot by opening the task manager and selecting the 'Start up' Tab. Then, Disable everything. Additionally, can you submit a Final Fantasy XIV system report? Simply go to the 'Config' option on the Final Fantasy XIV launcher and to the right of 'System Information' click on 'Display'.
