Be glad we're getting events at all, they could have gave us nothing.
But they already compensate it by pushing EW so much further back (end of November), which means their worktime is more or less the same as previous expansion (probably it's a bit more since EW is supposed to be bigger than ShB, but still). If they only postpone EW for one or two months, then yeah I would say to give them a break since they're rushing to finish it.

I can understand seasonal events got the bare minimum, but I agree with OP that the Rising is special. Not to mention that the quest itself is getting stale too. I hope they bring back 2019 (I think?) Rising where you fight a bunch of enemies inside Ul'dah. That was fun. Last Rising event was pretty meh.
