I liked the way it was done for the phase switch for some of the trials like Seat of Sacrifice, Innocence where everyone sees it but it's pretty short and it comes with a checkpoint(?)
the last NieR raid also also has this to an extent.

To me it's common courtesy to wait for people to finish the cutscenes. Pulling during cutscenes puts pressure on those wanting to experience it as intended, and in the future, they may end up skipping them, because they don't want to get left behind. While you can rewatch them later they really lose their impact (and some of them are very much well worth it to experience then and there). Pulling in a cutscene can also ruin a person's first time experience with an encounter, particularly in older content.
When I first started during ARR, I used to skip dungeon cut scenes and watch them later, because I didn't want to get left behind and because I didn't want to be a burden. Looking back at my experience, it wasn't a great one. I don't want to have that kind of mentality to be forced onto others, because it's quite awful to have made someone feel that way enough that they force themselves to let their first-time experience suffer. I stopped skipping them on the first time, and it's definitely made things more enjoyable.

I am proud to say I absolutely don't care about people watching cutscenes. If they wanted to watch cutscenes maybe they should have done the content in the week it was released. No grace for latecomers!

In one group I was in, the healer pulled, while the tank was in the cutscene. That was an issue for sure..
Issue? Did you mean entertainment? I mean, I presume you got to watch the healer get eaten by the boss with that unscripted impromptu live action cut-scene they put on for the group to enjoy while the tank was taking in the on SE put together, yeah?

On the plus side, I guess it doesn't lock you out of the fight any more.
I hadn't actually done Toto-Rak for years since I joined mid duty, Spawned in, ran as fast as I could to catch up (from the second boss teleport point) and the cutscene hit as I was running down the final corridor. Can't remember if I watched it or skipped it and watched it later, but I hit the Boss barrier just as it rose. Ended up actually running it for my first time on an Alt years down the road.

I don't know, it's hard to fairly compare the monologues in CM and Prae to the 60s or less on average cutscene that other group content has. Honestly, you're not always going to run into new players running it. The majority of the time is likely with people that have seen it and selected the option to skip after the first view.
I am never gonna shout at you of you pull during someone cutscene.. but you know.. I think it's One of those things that in my mind fell under basic game courtesy.. Just imho
