GPU issue, utilization 100% but 15 fps on GTX 2060

As per title the game runs super slow all of a sudden.
Never really paid any attention to fps before the issue but it was over 30 for sure on max settings. Haven't played for like a week and issues suddenly arose when I boot up the game yesterday.

I can play unoptimized games like EFT and Cyberpunk at much higher FPS so this is confusing me and frustrating me trying to get to the bottom of this.

I'm playing on Rog g14 laptop, specs:
cpu: AMD Ryzen 7 Mobile 4800H
Gpu: NVDIA GeForce RTX 2060 with Max-Q Design
    Ram: 16 GB @ 3200 MHz

The GPU utilization shoots up to 100% when the game is running, that's good but its only utilizing 25% of VRAM but 3D is at 100%.
CPU utilization is low at 10%-20% in Limsa.
    RAM is stable at 50%.

GPU 3D usage changes depending on what resolution I chose.

    I have tried:
    Reinstalling the game
Running on DirectX 9 and 11
Forcing NVDIA to use high performance graphics
Changing windows power plan to High performance
Running on CPU graphics (achieved similar FPS as dedicated graphics!)
Downgrading NVDIA graphics drivers to previous version

Here is what Task Manager and CPUID looks like:

    Thank you for any help!

    EDIT:
Fixed the issue, laptop was plugged in and using charger for power not battery.
Tried changing to older SSD and different windows version the issue was fixed...
Switched back to original SSD and the issue was fixed too!
So I think the issue was with charger system as I am using charge controller to stop charging at 60%. I think the unplugging and plugging back in fixed the issue.
Now the game runs at 60FPS on max settings at 1440p
