Veteran healers don't care if we need to heal, but right now we don't. We want interesting things to do during the downtime other than a 30s dot and a single filler spell that hasn't changed from lvl 4 to lvl 90.
Dead DPS do no DPS. Raised DPS do 25/50% lower DPS. Do the mechanics and don't stand in bad stuff.

I also know that part of the challenge of Delibrum is your unknown party composition, but if people pull before the parties can negotiate trading a healer for a DPS, the result is going the party with 8 DPS having 4 people abandon by the end of the first boss. We managed to limp through the rest in 35 minutes so I'm glad I stuck around, but people are so stingy with using lost actions that they'd rather take a 30 minute penalty than use an action to protect themselves. (For the record, I was on DNC and did a heal spec with Savior and Cure IV and Stoneskin, so I'm mostly annoyed at the other 7 DPS in my party that cried about dying without thinking to grab any actions of their own to help out.)
Sure would have been GREAT if we had been able to pull in more people to replace them.
A CE scales the health of the boss based on how many join it at the start, so allowing people to join after would imbalance it.

For Dalriada in particular, there really is no need. As someone already mentioned, the instance scales to the amount of people in it and the buff is so good that it is almost easier to clear with fewer people. So long as you have enough to split parties at the start and later resolve laser corridors, that's plenty.
So if "less than 12 people go in can't finish it", then I am afraid the problem is those twelve people, probably not having brought essences and lost actions, not the instance.
And ever since they made the switches in CLL only require standing on it for a second rather than until the door opens, the same applies there, too.
The concern I would have with this is that the active timer for Castrum and Dalriada are visible to everyone in the instance. While it's not foolproof as some runs take longer (or MUCH longer) than others, it's not too hard to ballpark a completion estimate. If someone could just join up "in progress" then what would stop people from just camping out in the instance and then porting in when the group actually doing the content is at the final boss to basically snipe a completion without doing any work?

Mettle and exp could be adjusted, but there would still be people who would snipe it just for relic completion without wanting to go in for the grind.
I'm honestly fine with the way the system scales down the enemies' HP based on the number of people in the duty. If anything, I would rather have equipping an essence be a requirement to stay in Dalriada after 2-3 minutes into the duty to ensure people have time to equip an essence or swap essences inside based on party composition. With the number of different sources that these zones throw essences at players, if they couldn't be bothered to spend a bit of time to use an essence and join the duty, I can only assume they're planning on getting someone else to clear it for them in the first place since they don't plan on putting any effort into survival or damage. Big no thanks.
