This isn't really new.

They've been doing this for over a year now, but you just won't get tells from them depending on where you are as they typically just do a player search from one of the capital cities then go down the list spamming the phishing tell to everyone that comes up.

The higher number of new players further limits how many zones they cover as they'll hit the 200 player search limit more quickly then before.
